Abstract

Hijrah Village is a low-lying area located in Lape, Sumbawa District, West Nusa Tenggara Province. The challenge of accessing clean water is becoming vital to society in the rainy season. The government is trying to address this issue through Program Penyedia Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS). The program is not running well due to several factors including minimal community understanding, management of existing facilities, and damage to the installation. This paper seeks to explain a strategic framework to respond to these challenges with an approach based on the social capital of the village of Hijrah and embodying the Penta helix approach. The public is given an understanding of the importance of water resources and ecosystems that support clean water, providing education related to clean water use and optimizing clean water management facilities and systems. The involvement of related parties such as the Public Works Service the Space Administration and the Health Service became a form of collaboration in raising the awareness of the community of Hijrah Village.
